I don't think that's canon, and I don't think it's true, but it's certainly an interesting interpretation.

(Regarding the aging, I'd point out that Varvara seems to have the same issue: she is also getting younger. And I'm pretty sure she isn't the genius of any locus.)

And yes, Varvara has the same issue...

and I think Nightingale infamously isn't in tune with London. I would 'buy' that he has become a personification of 'The Folly', of 'Newtonian British Magic', but again, see Varvara...

I think Peter does speculate in canon about there being a Genius Loci of London, but that's as close to canon as it gets.
